Legal analysis: the employer should complain to the local social security bureau, which is in arrears with the social security business of employees. According to the law, if the employer fails to pay social insurance premiums in full and on time, the social insurance premium collection agency shall order it to pay or make up within a time limit.

Legal basis: Article 86 of the Social Insurance Law of People's Republic of China (PRC) stipulates that if the employer fails to pay the social insurance premium in full and on time, the social insurance premium collection agency shall order it to pay it within a time limit or make up for it, and if it still fails to pay it, it shall pay a late fee of 0.5% per day from the date of default, and the relevant administrative department shall impose a fine of more than/kloc-0 and less than 3 times the unpaid amount.

Article 58, paragraph 1: The employing unit shall, within 30 days from the date of employment, apply to the social insurance agency for social insurance registration for its employees.
