Yes, if you are a local labor dispatch company, sign labor contracts with employees locally and send them to other places, but there are restrictions in some places, such as the new regulations in Shanghai:

If a labor dispatch unit from other provinces and cities registers and establishes a subsidiary or branch in Shanghai, its subsidiary or branch, as an employer in Shanghai, shall conclude a labor contract with the labor dispatch employees according to law, handle the recruitment and filing for the labor dispatch employees, and pay social insurance in this Municipality. Employees dispatched by labor dispatch units from other provinces and cities that are not registered in Shanghai shall also pay social insurance in Shanghai.
