In order to conscientiously implement the spirit of the Notice of the State Council on Establishing the Minimum Living Security System for Urban Residents in China (Guo Fa [1997] No.29) and properly solve the living difficulties of the urban poor, the municipal government decided to establish the minimum living security system for urban residents in the whole city. The relevant matters are hereby notified as follows:

First, raise awareness. In order to speed up the establishment of the minimum living security system for urban residents, the State Council decided to establish the minimum living security system for urban residents throughout the country, which is a double major measure to reform and improve the traditional social relief system and establish and improve China's social security system, an important supporting measure to establish a socialist market economic system and deepen enterprise reform, and embodies the fundamental purpose of serving the people wholeheartedly by the party and the government. Three, it is necessary to reasonably verify the family income of the security object.

The family income of the security object shall include all kinds of wages, bonuses, subsidies, pensions, basic living expenses, all kinds of insurance money, relief funds, alimony, alimony and self-employed income. In order to enhance the responsibility of enterprises and institutions to protect the lives of employees, if the wages and pensions actually received by on-the-job, laid-off and retired employees are lower than the minimum wage standard or minimum pension standard in our city, when calculating the rights and interests of their families, they can be calculated with reference to the minimum wage standard or minimum pension standard; In order to encourage and encourage individuals to find their own jobs and earn their own living, all unemployed people who have the ability to work should, in principle, calculate their income according to certain standards.

According to the relevant provisions of the state to enjoy special care, the pension and preferential payments are not included in the family income.

Four, the application and payment of security funds

The implementation of the minimum living security system for urban residents is related to the vital interests of the majority of urban residents, with strong policy and wide coverage.

Civil affairs departments at all levels shall, jointly with relevant departments, conscientiously do a good job in the verification of family income, the determination of security objects and standards, and the management and distribution of security funds. All urban residents who meet the requirements for receiving security funds may apply to the residents' committee of their place of residence for receiving security funds, and fill out the Application Form for Receiving Security Funds for Urban Residents in Dandong City. The residents' committee shall seriously investigate and verify the relevant information of the applicant, and report it to the subdistrict office (town government) for review and summary on the basis of posting and soliciting opinions from the masses.

Residents applying for security payments shall be examined and approved by the district civil affairs department, filed by the municipal civil affairs department, and then sent to Dandong Social Security Jinling for evidence collection. Five, we must conscientiously implement the minimum living security funds.

The funds needed for the implementation of the minimum living guarantee system for urban residents shall be included in the municipal and district financial budgets according to the ratio of 6: 4. Included in the social relief special funds expenditure subjects, special account management. Before the end of each year, the municipal civil affairs department puts forward the public utility plan for the next year, which is included in the budget after being audited by the municipal finance department and regularly allocated to the municipal civil affairs department. Each district shall timely allocate matching funds to the district civil affairs department according to the municipal arrangement plan. Civil affairs departments at all levels should prepare final accounts at the end of the year and send them to the finance department at the same level for approval. City, district finance and auditing departments should strengthen the management, supervision and audit of the use of security funds, ensure earmarking, and avoid misappropriation.

Sixth, advocate social mutual assistance. Encourage the security object to get rich through labor.

In the process of establishing and implementing the minimum living security system for urban residents, we should conscientiously do a good job in policy propaganda, educate the masses to carry forward the glorious tradition of self-reliance and hard struggle, and encourage and support those who have the ability to work to increase their income through labor and gradually improve their living conditions.
