Legal basis:

Article 14 of the Detailed Rules for the Implementation of the Regulations of Shanghai Municipality on Household Registration Management, universities and research institutes that meet the following conditions may apply for the establishment of student collective households:

(1) It belongs to full-time ordinary colleges and universities approved by the Ministry of Education or the municipal government, or full-time ordinary secondary colleges and universities approved by the municipal government and included in the national enrollment plan, or scientific research institutes approved by the State Council;

(two) there is a certificate of ownership of the house to be established as a collective household or other legal and effective proof of the use of the house.

Colleges and universities with multiple campuses can set up a student collective household in each campus. A scientific research institute can only set up one student collective household.
