According to the Notice of the General Office of the State Council on Accelerating the Reform of the Registration System of "Five Certificates in One, One Photo and One Code" (Guo Ban Fa [2065438+06] No.53), the system of periodic verification and replacement of social insurance registration certificates and statistical registration certificates was cancelled, and instead, enterprises submitted annual reports to the industrial and commercial departments and publicized them to the public as required. The relevant issues concerning the increase of social security and statistical matters in the annual report of enterprises are hereby notified as follows:
First, social security and statistics related matters will be included in the publicity content of enterprise annual reports.
Starting from the 20 16 annual report, when an enterprise submits the annual report information through the enterprise credit information publicity system, the following contents are added on the basis of the matters specified in the Interim Provisions on Enterprise Information Publicity (hereinafter referred to as the Provisions):
1. Social security matters: types of insurance, number of participants in the company, base of payment by the company, actual payment amount in this period, and accumulated unpaid amount by the company. The first and second items of information shall be publicized to the public, and the third to fifth items of information shall be publicized to the public by the enterprise.
2. Statistics: main business activities, female employees, enterprise holdings (branches are not required to fill in), and unified social credit codes of branches of the parent company (only branches are required to fill in). The first and fourth items of information shall be publicized to the public, and the second and third items of information shall be publicized to the public by the enterprise.
Supplementary 20 15 and previous annual reports shall be filled out in accordance with the provisions of the Regulations, and social security and statistical matters shall not be added.
Second, do a good job in adjusting the information system and increase the annual report of the enterprise.
The industrial and commercial and market supervision departments of all provinces (autonomous regions and municipalities) shall, in combination with the construction of the national enterprise credit information publicity system, timely transform the annual report publicity system in accordance with the requirements of this notice to ensure that enterprises submit annual reports according to the adjusted annual reports from 20 17 1. The adjusted data specifications are released together.
The human resources and social security and statistics departments of all provinces (autonomous regions and municipalities) should speed up the transformation of relevant systems, ensure that the annual report information of enterprises can meet the needs, and realize the effective application of the annual report information of enterprises in the human resources and social security and statistical business systems.
Third, strengthen the information management of enterprise annual reports.
The industrial and commercial and market supervision departments of all provinces (autonomous regions and municipalities) shall, in accordance with the requirements of the technical scheme for the reform of the registration system of "five certificates in one, one photo and one yard", push the annual report information of enterprises to the human resources, social security and statistics departments in batches within one month after the end of the annual report work, and the areas with conditions can push the annual report information of enterprises on a monthly basis. The annual report information reported by the enterprise in that year should be pushed at the end of the year. All relevant departments should use the annual report information of enterprises reasonably and safely according to law.
Human resources, social security and statistics departments at all levels shall, in accordance with relevant laws and regulations, conscientiously do a good job in submitting the annual report information of their own departments, strengthen the supervision of the annual report information, and take effective measures to ensure that the annual report information is true and timely.
Fourth, strengthen measures to ensure the implementation of the work.
Effectively strengthen organizational leadership. Integrating the annual report of enterprises is an important content to promote the reform of the registration system of "five certificates in one" All departments should attach great importance to it and earnestly strengthen organizational leadership and overall coordination; All departments should establish a cooperative working mechanism, clarify responsibilities and form a joint effort.
Do a good job in publicity, training and supervision. Industry and commerce, market supervision departments, human resources, social security and statistics departments at all levels should actively do a good job in the publicity and interpretation of matters related to the increase of enterprise annual reports, guide and urge enterprises to submit annual report information in a timely and accurate manner, strengthen the training of their own staff and business liaison officers, and carry out supervision and inspection of enterprise annual reports in a timely manner.
Do a solid job in all security work. All levels of industry and commerce, market supervision departments, human resources and social security and statistics departments should actively seek the support of local governments and relevant departments, conscientiously do a good job in the protection of the annual report after the addition, and ensure the smooth development of the work.
