Can social security cards in the province be universal?

Legal analysis: Social security card has the function of financial service and can be used nationwide. Insured persons registered in social security agencies can enjoy social security services such as medical care in the whole province. On the other hand, if the insured person is not registered with the social security agency, he can't enjoy the social security benefits of the whole province.

The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, so as to guarantee citizens' right to receive material assistance from the state and society in accordance with the law when they are old, sick, injured, unemployed and have children.
