The minimum standard for the base of social insurance contributions paid by agricultural workers who first participate in pension, medical and work injury insurance is RMB 2,896. For migrant workers employed by Tianjin employers and not yet insured in Tianjin, the minimum standard of contribution base for social insurance premiums is RMB2,369 by consensus between the employers and migrant workers, and for flexibly employed workers of Tianjin household registration who have interrupted the payment of employees' pension insurance premiums in October and before and have not resumed the payment of premiums as of September (excluding flexibly employed workers applying for social insurance subsidies), the individual contribution base is RMB3,159 and RMB15,795 respectively. (excluding those who apply for social insurance subsidies), the minimum standard of the contribution base for the payment of employees' basic pension insurance premiums and employees' basic medical insurance premiums at the individual contribution window is RMB 2,369.

Legal basis: The Social Insurance Law of the People's Republic of China Article 62 If an employer fails to declare the amount of social insurance premiums to be paid in accordance with the regulations, the amount to be paid shall be determined in accordance with 110% of the amount of the contributions paid by the employer in the previous month; after the contributing employer has made up for the declaration procedures, the collection agency for social insurance premiums shall settle the payment in accordance with the regulations.
