China's first social security card was issued in Shanghai in 1999 and now covers more than 72 percent of the country's population. With more than 100 convenient functions

How much can the social security card do? The reporter asked Jia Huaibin, director of the Information Center of the Ministry of Human Resources and Social Security, to sort it out.

The functions of the social security card include receiving employment services, receiving pensions, getting reimbursement for medical treatment, applying for work-related injury insurance benefits, receiving unemployment insurance benefits, enjoying maternity insurance, and participating in insurance inquiries. In addition, 86 cities and municipalities across the country have realized the querying of labor contract information with the card, and 41 cities and municipalities have realized that migrant workers in key industries (enterprises) receive wages with the card.

"Social security card in human resources and social security currently has 102 typical applications, these functions of the national average opened 80%, of which Shanxi, Jiangsu, Anhui, Fujian, Hubei, Hunan, Guangdong 7 provinces have opened all applications. 102 items recorded in the country is expected to be opened by the end of this year. " Jia Huaibin said.

Can be used as a bank card

By the end of last year, 29 provinces and the Xinjiang Production and Construction Corps issued social security cards with financial functions, the number of cardholders amounted to 842 million, accounting for 86.7% of the total number of social security cards issued. By the end of last year, 489 million social security cards with bank accounts had been activated, with an activation rate of 58.1%, of which the bank account activation rate in Fujian reached 100%.

Many places have issued various kinds of financial subsidies through social security cards. For example, in Zhongwei, Ningxia, 22 subsidies from the government, such as those for low income, senior citizens and grassland ecology, are uniformly issued through social security cards. Panzhihua, Sichuan Province, distributes government subsidies for civil affairs, housing construction, agriculture and animal husbandry, and agriculture-related funds through social security cards. Guangdong has piloted in the province the civil affairs, the Federation of Disabled Persons and other *** 12 subsidies through the social security card issued to people.

Social security cards are also used in some places to connect with utilities such as water, electricity, gas and heating for the convenience of the public, such as Huanggang and Xiantao in Hubei province, and Dalian in Liaoning province, where residents can use their cards to pay water, electricity and gas bills.

Steady promotion of the "national pass"

Can social security cards be used across regions? The reporter learned from the Ministry of Human Resources and Social Security, the social security card "national unified standard" design arrangements for the social security card to lay the foundation for the generality of the card. With the improvement of China's social security system, the social security card "national" is steadily advancing.

At present, 311 cities and municipalities in China have opened up the inter-regional use of social security cards. Among them, 259 cities and municipalities have realized instant settlement for medical treatment at hospitals in different places; 123 cities and municipalities have realized settlement for drug purchases at pharmacies in different places; 106 cities and municipalities have realized medical services such as medical treatment and medication collection in different places; and 95 cities and municipalities have realized pension collection in different places with social security cards.

With the increased mobility of employment, can the insured check all the insurance information since they have been practicing in one place? Jia Huaibin said, if a participant previously worked in Guangdong, now work in Beijing, now through the social security card to check all the insurance records in Beijing, but in Guangdong all the insurance information still need to go to the local query.

He said the Ministry of Human Resources and Social Security is pushing forward with a nationwide network of insurance information, and a breakthrough is expected in the next few years.

A new generation of social security cards is being piloted

How can a social security card be replaced in case of loss? It is understood that the whole process of social security card services have been widely opened across the country, of which 371 cities and municipalities have opened the social security card application (replacement) services and loss (unlinking) services. If a participant accidentally loses his or her card, he or she can go to the local human resources and social welfare department to apply for the card, or can also apply for the card through channels such as cooperative commercial bank outlets. According to the "Internet + Social Security" 2020 action plan, the social security card, which has traditionally been used mainly offline, will also be plugged into the wings of the Internet and big data, and through the construction of an online service platform for social security cards, the people will be able to complete social security payments and medical insurance settlements quickly through their cell phones. The Ministry of Human Resources and Social Security, together with the People's Bank of China, is also piloting a new generation of social security cards in some areas to increase the contactless function of social security cards.

Jia said there are still some people who do not have a social security card, mainly the flexibly employed, the newly growing labor force, and some children and teenagers. The Ministry of Human Resources and Social Security will continue to maintain the progress of social security card issuance, and strive to make the number of cardholders reach 1.05 billion by the end of this year.
