Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Social Insurance Law of People's Republic of China (PRC) and other relevant laws and regulations in order to safeguard the legitimate rights and interests of insured persons and standardize the management of personal rights and interests records of social insurance. Article 2 The term "personal rights and interests record of social insurance" as mentioned in these Measures refers to the information recorded by paper materials, electronic data and other carriers, which reflects the fulfillment of social insurance obligations and the enjoyment of social insurance rights and interests by the insured and their employers, including the following contents:

(1) Social insurance registration information of the insured and his employer;

(three) the insured person to enjoy social insurance benefits and receive treatment qualification information;

(four) the insured payment period and personal account information;

(5) Other information reflecting the individual rights and interests of social insurance. Article 3 Social insurance agencies shall be responsible for the management of social insurance personal rights and interests records and provide services related to social insurance personal rights and interests records.

The comprehensive information management institution of human resources and social security (hereinafter referred to as the information institution) provides technical support and security services for the personal rights and interests record of social insurance.

The administrative department of human resources and social security shall supervise the management of individual rights and interests records of social insurance. Medical institutions, pharmaceutical business units, industrial injury rehabilitation institutions, auxiliary equipment installation and configuration institutions, relevant financial institutions, etc. (hereinafter referred to as social insurance service agencies) and the insured who have signed a service agreement with the social insurance agency and their employers shall provide timely and accurate information on the individual rights and interests of social insurance, and the social insurance agency shall conduct verification in accordance with the prescribed procedures. Article 6 A social insurance agency shall collect information on individual rights and interests of social insurance in a timely manner according to the original data of business handling.

Where social insurance business is conducted through the Internet to collect personal rights and interests information of social insurance, corresponding security measures shall be taken.

The social insurance agency shall complete the collection of social insurance personal rights and interests information at the front desk, and shall not directly enter or modify the data in the background database.

Data such as payment amount, treatment standard, personal account storage amount, payment period and other treatment plans in social insurance personal rights records are generated by the social insurance information system after calculating and processing the original collected data according to preset business rules. Chapter IV Inquiry and Use Article 14 The social insurance agency shall disclose the inquiry procedures of social insurance personal rights and interests records to the insured and their employers, clarify the contents available for inquiry, and provide inquiry services through social insurance agency outlets, self-service terminals, telephones and websites.
