Hangzhou's new policy on social security is that small and medium-sized microenterprises can be exempted from social security fees for five months, and these enterprises, which are affected by the epidemic and have difficulties in production, can apply for a delay in social security payments for up to six months. As for the application method, when the insured unit declares the payment of social security fees to the tax department, the amount of fees payable can be automatically calculated and directly deducted without additional application. For different types of enterprises, the standard and implementation period of social security premium reduction and exemption for each type of insurance varies. For large enterprises, the monthly contributions for basic pension insurance, unemployment insurance and industrial injury insurance for employees from February to April (the period to which they belong, the same hereinafter) will be reduced by half, and the monthly contributions for basic medical insurance (including maternity insurance, the same hereinafter) for employees from February to June will be reduced by half. For micro, small and medium-sized enterprises, they are exempted from the levying of the monthly contributions for the basic pension insurance, unemployment insurance and work-related injury insurance for employees from February to June, and the levying of the monthly contributions for the basic medical insurance for employees from February to June is reduced by half. For private non-enterprise units and social organizations participating in the basic pension insurance for enterprise employees, the reduction and exemption standards shall be implemented with reference to large-scale enterprises; for individual industrial and commercial households participating in the insurance in the form of units, the reduction and exemption standards shall be implemented with reference to small, medium and micro-enterprises.

Legal basis: Article 58 of the Social Insurance Law of the People's Republic of China (PRC) stipulates that employers shall, within 30 days from the date of employment, apply to the social insurance agency for social insurance registration for their employees. If it fails to register for social insurance, the social insurance agency shall approve the social insurance premiums to be paid. Individual entrepreneurs without employees who voluntarily participate in social insurance, part-time workers who do not participate in social insurance with their employers, and other flexibly employed persons shall apply for social insurance registration with the social insurance administration organization. The State establishes a nationally unified individual social security number. Individual social security numbers are citizens' identity numbers.
