What does it mean for social security to participate in repeated insurance?

Legal analysis: Repeated insurance refers to the phenomenon that urban and rural residents have participated in one of the three basic medical insurance systems: urban employee medical insurance, urban resident medical insurance and new rural cooperative medical care, and enjoy basic medical insurance, but they take certain measures to participate in another or two basic medical insurance because of urban-rural mobility, occupation and identity changes.
