Social security is divided into outpatient service and hospitalization. If you need to be hospitalized, you don't need to open a referral form. If it's an outpatient clinic, you can't open a referral form. Third-level migrant workers' medical insurance, if they want to be hospitalized, need to issue a referral certificate to the superior hospital of Social Health. If you don't open it, you can be hospitalized, but the reimbursement will be reduced.
