Municipal governments (excluding county-level cities) put forward opinions on selection and report them to the people's governments of provinces and autonomous regions for approval. Municipalities directly under the Central Government shall be selected by the Municipal People's Government and reported to the Ministry of Labor for the record. Each region can also modify and improve the two implementation measures in light of local conditions.
