The guardian can go to the nearest social security cooperative bank outlet with the guardianship certificate and the valid identity certificate of the child.
The insured shall provide the following materials:
1. Original and photocopy of the insured's ID card (below 16, household registration book is provided without ID card);
2. Receipt of digital photos of the insured (no need for social security cards before);
3. The original and photocopy of the guardian's ID card;
4. Original and photocopy of guardianship certificate (birth certificate of the insured or guardianship certificate or household registration book issued by the Civil Affairs Bureau where the insured's household registration is located).

Article 58 An employing unit shall, within 30 days from the date of employment, apply to the social insurance agency for social insurance registration for its employees. Employees-free individual industrial and commercial households who voluntarily participate in social insurance, part-time employees who do not participate in social insurance in the employing unit and other flexible employees shall apply to the social insurance agency for social insurance registration.
The state establishes a national unified personal social security number. Personal social security number is a citizen's identity number.
Article 59 People's governments at or above the county level shall strengthen the collection of social insurance premiums.
