Article 72 of the Social Insurance Law

A social insurance agency is set up in a coordinated area. A social insurance agency may, in accordance with the needs of its work and with the approval of the social insurance administrative department and the organization and establishment management organ of the place where it is located, set up branches and service outlets in the coordinated area.

The personnel expenses of social insurance agencies, as well as the basic operating and administrative expenses incurred by them, shall be guaranteed by the finances at the same level in accordance with state regulations.
