Personal social security is transferred in and out in the current month.

In other words, the transfer-in and transfer-out procedures cannot be handled in the current month. You may have transferred in that month, so you can't transfer out that month. If not, the insurance company may have made a mistake. You can go to the insurance company with your ID card and find out why.
