Can I still take out the provident fund when the social security is broken?

You can't. According to Article 24 of the Regulations on the Management of Housing Provident Fund, employees need to provide proof of social security payment when withdrawing housing provident fund. If employees fail to pay social security or pay insufficient social security, their application for withdrawing housing provident fund will be affected, so the provident fund cannot be withdrawn after the social security is cut off.
