You can declare and pay social insurance premiums through three channels:

3. You can log on to Hubei government service network and apply for payment declaration and social security fees at the nearest business outlets of Industrial and Commercial Bank of China, rural commercial bank and Postal Savings Bank. You can also bring your ID card to the public business window of the Social Security Bureau of Citizens' Home for payment declaration and approval, and then pay social security fees at the nearest business outlets of Industrial and Commercial Bank of China, rural commercial bank and Postal Savings Bank.
