Article 13 of the Measures for the Administration of Social Security Cards of the People's Republic of China

Card-issuing areas should formulate a scientific and reasonable distribution process in accordance with the principle of convenience for cardholders, so as to facilitate cardholders to issue social security cards.

Article 15

Human resources and social security departments at all levels should protect cardholders' right to inquire about and handle human resources and social security business, adopt technical means and management measures to protect cardholders' personal privacy, and use relevant information of social security cards according to law to ensure the safety of social security cards.

Article 19

If the social security card is no longer used due to damage, loss, expiration and other reasons, it shall be included in the invalid list. Invalid list should be managed at different levels. The human resources and social security departments in Ministry of Human Resources and Social Security and provinces and cities respectively manage the invalid lists of social security cards in the whole country, the whole province and the whole city, and provide inquiry services.
