Legal basis: Article 16 of the Administrative Measures of the People's Republic of China on Social Security Cards. The Regulations on the Application and Management of Social Security Cards shall include the following contents: (1) Functions and uses of social security cards; (two) the issuance, application conditions and application procedures of social security cards; (three) the scope of use of social security cards (including use restrictions), the use period and the use method; (four) the procedures for reporting the loss and reissue the social security card after it is damaged or lost; (five) the rights and obligations of the card issuer, the cardholder and other relevant parties.
