The reporter learned from the news briefing that on May 8, the Department of Human Resources and Social Security and the Department of Finance of the Autonomous Region jointly issued the Notice on Adjusting the Basic Pension for Enterprise Retirees in 20 15 (hereinafter referred to as the Notice), which means that our region officially adjusted the basic pension for enterprise retirees. The problem of increasing pensions for retired workers in our region has been settled.

The adjustment criteria include five items.

The reporter was informed that the pension adjustment standard for enterprise retirees includes five contents, including: First, retirees will increase their 88 yuan every month. If the pension is lower than that of 680 yuan, it can be adjusted to 680 yuan first and then adjusted according to this item. Second, adjust according to the pension level. Retirees' basic pension will be increased by 0.85% in February 20 14. Third, adjust according to the payment period. Retirees' payment period will be increased by 3 yuan every full year (the payment period includes the continuous length of service before the individual pays the basic old-age insurance premium according to the regulations, and it will be adjusted by one year if it is less than one year). If the adjustment is insufficient in 45 yuan, it shall be adjusted in 45 yuan. Fourth, adjust the inclination of the elderly group. As of 20 14, 12, 3 1 retirees who have reached the age of 70, the 50 yuan will be increased every month; For retirees over 70 years old, the pension 5 yuan will be increased every 1 year old. Fifth, after adjusting the pension according to the above standards, if the pension of retired cadres in enterprises is lower than the average pension level of retirees in local enterprises, it will be supplemented according to the average pension level of retirees in local enterprises.

Regarding the above policies, Yao Xiaodong, a researcher at the Endowment Insurance Department of the Human Resources and Social Security Department of the Autonomous Region, explained that according to state regulations, the basic pension for enterprise retirees is adjusted by a combination of quota adjustment, linked adjustment and appropriate inclination. Among the five contents contained in the pension adjustment standard for enterprise retirees, the first content belongs to quota adjustment, the second and third contents belong to linked adjustment, and the fourth and fifth contents belong to appropriate inclination.

Per capita pension increase 10%

After adjusting the basic pension in our district, the basic pension for enterprise retirees will increase by 206 yuan per month.

The state approved the per capita increase of 206 yuan in our district, which fully reflected the concern of the party and the government for the vast number of retirees.

Feng Youkuan explained: "10% is the per capita adjustment range, so there must be some retirees whose adjustment range is higher than 10%, and some retirees whose adjustment range is lower than 10%. Generally speaking, people who are older (over 70 years old), have long payment years and high payment levels have higher pension adjustment levels, while those who are younger (under 70 years old), have short payment years and low payment levels have lower pension adjustment levels. "

It is understood that the scope of adjusting the basic pension for enterprise retirees in our district this time is the enterprise retirees who have gone through retirement procedures and received the basic pension on a monthly basis before 20 14 12 3 1, and also those who have gone through retirement procedures and received it before 20 14 12 3 1. The preferential treatment given by the state to senior retirees in enterprises is mainly to improve the adjustment level for senior employees who have reached the age of 70. Senior retirees retire early, generally speaking, the pension level is relatively low. In recent years, the practice of properly taking care of senior retirees in various places has been recognized by the majority of retirees and achieved good results. The adjustment policy of the autonomous region can take care of enterprise retirees who have joined the work early and have a low pension level.

For demobilized enterprise cadres, the state proposes to continue to tilt towards them in accordance with the provisions of Document No.29 of the Central Office [2003] to ensure that their basic pension level is not lower than the average level of retirees of local enterprises. According to the regulations of our district, if the basic pension level (excluding living difficulties subsidies) is still lower than the average pension level of local enterprise retirees after 20 14 years of pension adjustment, it will be supplemented according to the average pension level of local enterprise retirees.

For retirees from low-income enterprises, this pension adjustment continues the low-income policy last year. On the basis of soliciting opinions from some regions, the minimum security level will be raised from 650 yuan to 680 yuan as the definition standard for low-income retirees. The definition standard of 680 yuan is also determined by careful calculation on the basis of comprehensive consideration of factors such as average salary, payment standard, payment period, pension plan and payment method, and the adjustment standard of urban and rural residents' pension insurance.

Pay more endowment insurance.

Feng Youkuan explained that from the perspective of quota adjustment, the state proposed that enterprise retirees increase their pensions by the same amount every month, which reflected the principle of fairness. Our quota adjustment standard is to increase 88 yuan per person per month, which is consistent with last year. From the point of view of hook adjustment, the state proposes that the hook adjustment should be linked with the payment period and pension level of retirees, which embodies the incentive and restraint mechanism of "paying more for a long time and paying more for more".

The adjustment of linkage in our district is also divided into two parts: one part is linked to the payment period of enterprise retirees, and the retired (retired) personnel increase the 3 yuan every year according to their payment period (including deemed payment period, excluding special types of work). This policy is consistent with last year; The other part is linked to the pension level, and the pension is increased by 0.85% of the pension level of 20 14 and 12. This adjustment policy is a new linked adjustment content according to national requirements. Since the basic pension for retirees is related to my payment period and payment base, this adjustment can also encourage everyone to pay more and receive more pensions.

According to another introduction, from the comparison between this year's basic pension adjustment policy and last year's adjustment policy, it can be seen that this year, according to national requirements, the content adjusted according to the pension level has been increased, and the minimum level has been appropriately raised. The state approved a monthly per capita increase of 206 yuan this year, higher than last year. The higher part is basically used to adjust the pension level. This method can be reasonably related to last year's policy. At the same time, compared with last year, the pensions adjusted by the vast majority of retirees this year have increased slightly.
