There are two modes of labor insurance cost management in construction industry: comprehensive mode and non-comprehensive mode.

Because the construction units are usually in a weak position in cooperation, it is difficult to collect all the labor insurance expenses under the non-co-ordination mode, and because of the rapid growth of retirement expenses, some units are unable to bear the labor insurance expenses, so the co-ordination mode is the mainstream mode of industry management in many places.
