1 Improve the treatment determination mechanism: the basic old-age insurance treatment for urban and rural residents consists of basic pension and personal account pension. On the basis of the minimum standard of basic pension for urban and rural residents determined by the central government and according to the per capita disposable income and financial situation of urban and rural residents, our province reasonably determines the minimum standard of basic pension for the whole province and pays it in full to the insured who meet the conditions for receiving it; Personal account pension is determined by dividing the total storage amount of personal account by the calculation coefficient. Encourage and guide eligible urban and rural residents to participate in insurance early and pay more. If the normal payment exceeds 15 years at the age of receiving treatment, the basic pension policy will still be implemented in accordance with the Implementation Opinions of the Sichuan Provincial People's Government on Establishing a Unified Basic Old-age Insurance System for Urban and Rural Residents (No.23 [2014]). Urban and rural elderly residents aged 65 and above who are insured will be tilted and the basic pension will be appropriately raised. The increase standard shall be implemented by the Ministry of Human Resources and Social Security in conjunction with the financial department when adjusting the basic pension standard.

2. Establish a normal adjustment mechanism for basic pension: The Department of Human Resources and Social Security, together with the Provincial Department of Finance, will make overall consideration of the adjustment of social security standards such as income growth of urban and rural residents, price changes, financial situation and basic old-age insurance for employees, and put forward a plan for adjusting the minimum standard of basic pension in the whole province, which will be specifically determined by the provincial party committee and the provincial government, and the required funds will be shared by the provincial, municipal (state) and county (city, district) finances. On the basis of the minimum standard of basic pension determined by the central and provincial governments, cities (states) and counties (cities, districts) may appropriately raise the standard of basic pension according to the actual situation, and the required funds shall be borne by themselves.
