Establish a school-enterprise alliance, actively carry out cooperation between schools and enterprises, schools and places, enhance the adaptability of talent supply in colleges and universities to social needs, and build internship training bases, pre-job training bases and employment and entrepreneurship bases. Continue to organize the implementation of university student village officials, "three supports and one support" and other projects, encourage college students to join the army, and implement policies such as tuition compensation, tuition subsidy, student loan compensation, and preferential placement according to regulations. All kinds of employers (including social organizations) who recruit new college graduates or register for unemployment in the graduation year will be given social insurance subsidies of 1 year according to the social insurance premiums actually paid for college graduates. For college graduates who are unemployed after leaving school 1 year and pay social insurance premiums after flexible employment, 30% of the social insurance premiums should be paid according to 60% of the average monthly salary of employees in the previous year, and the subsidy period should not exceed 2 years. If scientific research project units attract college graduates to participate in the research, social insurance subsidies will be included in the labor expenses according to regulations, and there is no proportional limit on the labor expenses. Establish the city's employment trainee demand and job information database, adjust the employment trainee object to college graduates who have not been employed within two years after leaving school (including senior technician classes, preparatory technician classes and vocational education graduates from special education colleges), and give trainee units employment trainee subsidies according to regulations to pay the basic living expenses of trainees during their probation, handle personal accident insurance for trainees and guide and manage trainees. Units with a trainee retention rate of more than 50% after the expiration of the trainee shall be paid according to the prescribed trainee subsidy standard. Adjust the scope of one-time job-seeking and entrepreneurship subsidies to college graduates from low-income families, college graduates from poor families with disabilities, college graduates from poor families with files, college graduates from poor people with disabilities and college graduates who have obtained national student loans. Energy-saving, environmental protection and independent innovation products produced by small and medium-sized enterprises founded by college graduates are given priority in procurement according to government procurement support policies. Encourage returned overseas students to actively declare "Pool Plan" and "Entrepreneurship Support Plan for Returned Overseas Students" to provide a service platform for overseas students and employers to connect supply and demand. Encourage overseas students to start enterprises with intangible assets such as intellectual property rights.
