According to document No.9 of Fengzhengban (2011), Fengxian Human Resources and Social Security Bureau has four internal organs1:

(1) Office (Education Unit; County Military Demobilized Cadres Resettlement Office, metre)

Responsible for office messages, meetings, confidential, personnel, party and mass, publicity, archives, government affairs openness, reception, logistics, confidentiality and informatization; To undertake logistics support such as procurement, management and overall reception of fixed assets office supplies; Take the lead in handling the suggestions and proposals of county people's congress deputies and CPPCC members; Responsible for the organization establishment, personnel management, political examination abroad and cadre education and training of the bureau organs and directly affiliated units. To undertake the work of retirees from bureau organs and guide directly affiliated units.

Implement the resettlement training policy for demobilized military cadres, implement the resettlement plan issued by the city, prepare the resettlement plan for demobilized military cadres in the county and in Fengfeng departments, provinces and cities, and organize the implementation; Do a good job in the resettlement of the families of demobilized (team) cadres; Coordinate the management and service of demobilized cadres who choose their own jobs.

(2) Policy, Regulation and Labor Inspection Unit (Administrative Licensing Service Unit)

To undertake the legality review of relevant regulatory documents of organs and the publicity and implementation of relevant policies and regulations; To undertake relevant administrative reconsideration and administrative litigation; Responsible for comprehensive research on human resources and social security policies; Responsible for the online operation of administrative power in the openness of government affairs; Organize and guide the county's labor inspection work; Coordinate the rights protection work of workers in the county and organize the handling of related emergencies; To undertake the administrative licensing and administrative examination and approval of the department; Responsible for the safety production, letters and visits, comprehensive management, rule of law and other work of this department.

(three) the social insurance fund supervision unit

Lead information planning and comprehensive statistical management; Organize the preparation of the draft budget and final accounts of the county's social insurance fund; Participate in the formulation of the financial management system of social security funds in the county and implement the internal audit system of social insurance; Participate in drafting and organizing the implementation of the county's social insurance and supplementary insurance fund supervision system, accept complaints and reports, and assist in investigating major cases; Participate in the financial management, state-owned assets management and internal audit of the bureau, and guide and supervise the financial management of directly affiliated units; To undertake the specific work of the office of the county social security supervision committee.

(4) Employment Promotion and Labor Relations Unit (Unemployment Insurance Unit, Migrant Workers Work Unit)

Draw up the employment development plan and annual plan of the county, and formulate employment and unemployment insurance and related policies; Improve the public employment service system, guide and standardize the information management of public employment service in the county; Formulate and implement measures for the administration of the use of special funds; Take the lead in formulating employment and entrepreneurship policies for college graduates in the county; Establish a county-wide unemployment insurance early warning system; To undertake the specific work of the county employment leading group office and the county enterprise poverty alleviation and reemployment office.

To formulate the county-wide labor relations policy and the implementation norms of labor contract and collective contract system; Formulate and organize the implementation of the minimum wage standard and macro-control policies for the distribution of wages and income of enterprise employees; Responsible for the county's labor standards; Implement the policy of eliminating illegal use of child labor and the special protection policy for female workers and underage workers. Coordinate and implement the major decisions and arrangements of the state, province, city and county on the work of migrant workers; To formulate comprehensive policies and plans for the work of migrant workers in the county; Supervise and inspect the implementation of relevant policies for migrant workers; Coordinate and handle major events involving migrant workers; Guide and coordinate the informatization construction of migrant workers' work; To undertake the specific work of the county leading group office for migrant workers and the county rural labor export coordination group office.

To formulate policies and training plans for the vocational capacity building of urban and rural workers in the county; To formulate the training and incentive policies for county-level high-skilled talents and rural practical talents; To formulate policies and implementation measures for vocational skill appraisal and various trainings; Guide the county vocational skills competition; Improve the vocational skills qualification system, formulate the development planning and management rules of technical colleges and vocational training institutions in the county, and guide the construction of teachers; Formulate and implement national occupational classification, vocational skill standards and industry standards.

(v) Human Resources Market Unit

To formulate policies and plans for the development of human resources market in the county; Implementing the measures for the administration of market access of overseas human resources service institutions; To guide, supervise and manage the county-wide professional intermediaries; Formulate relevant regulations on human resources public services; According to the regulations, undertake the personnel deployment of enterprises in Fengxian county and enterprises in provinces and cities.

(six) the county enterprise demobilized cadres relief office (metre)

Responsible for the interpretation and implementation of the policy of military to enterprise and related specific work.

(seven) the county civil service work office (metre)

(10) Wage and Welfare Unit (technical level job evaluation office of workers in county organs and institutions)

(1 1) Pension Insurance Unit

To formulate policies, plans and standards for basic medical insurance and maternity insurance in the county; To formulate measures for the management of basic medical insurance and maternity insurance funds in this county; To organize the formulation of service management, settlement methods and payment scope of designated medical institutions and retail pharmacies; Responsible for the examination and approval of outpatient specific projects and chronic disease treatment; Manage the scope and payment standards of basic medical insurance, maternity insurance drugs, diagnosis and treatment projects and medical service facilities; Formulating allowance standards during sickness and maternity leave downtime; To formulate policies and management measures for supplementary medical insurance for government agencies and institutions; To undertake the specific work of the county retired cadres' medical expenses management office.

To formulate policies, plans and standards for industrial injury insurance in the county; Improve the management measures for work-related injury prevention, compensation, rehabilitation, appraisal and labor ability appraisal; To implement the national standards for work-related injury and disability appraisal, and be responsible for work-related injury and labor ability appraisal; Responsible for coordinating the qualification confirmation, supervision and inspection of designated medical institutions, pharmacies, rehabilitation institutions and assistive devices installation institutions for the disabled in the region; To undertake the specific work of the office of the county labor ability appraisal Committee.

(fourteen) County Labor and Personnel Mediation and Arbitration Office (deputy department level)

Make overall plans for the mediation and arbitration policies of labor and personnel disputes in the county and organize their implementation; To guide the prevention, mediation and arbitration of labor and personnel disputes in the county; To undertake mediation and arbitration of labor and personnel dispute cases of units directly under Fengfeng County and units stationed in Fengfeng of the Ministry, province and city.

In addition, discipline inspection and supervision institutions shall be established in accordance with relevant regulations.
