Legal analysis: generally in the local human resources and social security departments. The social insurance of employees shall be handled by the unit manager; Social security for urban and rural residents shall be handled by the villagers' committee (community) where the household registration is located; If it is an individual industrial and commercial household, take the business license and ID card to the social security office window.

Legal basis: Article 57 of the Social Insurance Law of People's Republic of China (PRC), the employing unit shall, within 30 days from its establishment, apply to the local social insurance agency for social insurance registration with its business license, registration certificate or unit seal. The social insurance agency shall, within fifteen days from the date of receiving the application, examine and issue the social insurance registration certificate.

Article 7 of the Measures for the Administration of Social Security Cards of the People's Republic of China shall submit the following materials when applying for the issuance of social security cards: (1) Fill in a complete application form for the issuance and registration of social security cards; (2) An explanation of the preparation for the issuance of social security cards; (3) The application fields and application file structures in the card that meet the requirements of the national unified specifications (including the application fields and indicators of local expansion); (four) the card face style designed according to the unified requirements; (five) the measures for the administration of social security cards in this area and the detailed rules for their implementation; (six) other materials required by Ministry of Human Resources and Social Security.
