Opinion on the implementation of accelerating the development of green building

One, the main objectives

(a) continue to promote the development of green building. The city's urban construction land within the scope (except for farmers' self-built homes) of new civil buildings to achieve one-star green building full coverage; government investment or government investment-based public **** building, urban areas in accordance with the requirements of three-star green building construction, the other counties (cities) in accordance with the requirements of two-star and above the construction of green buildings, and the procurement of the use of green building materials in line with the provisions of the product. By 2025, the proportion of two-star and above green buildings in new civil buildings in the city will reach more than 45%, and the proportion of three-star will reach more than 7%.

(2) Actively promote the development of assembled buildings. Two key tasks

In view of promoting the characteristics of steel structure agricultural houses and the requirements of the administrative approval system, further optimize the approval process and simplify the approval procedures. Encourage the use of steel structure assembly construction in projects such as centralized reconstruction, reconstruction of dilapidated houses, guaranteed housing, and beautiful and livable demonstration villages that meet the conditions for building houses in rural areas. For those built with steel structure, districts and counties (municipalities) should provide support in planning and site selection, and promote the application of lightweight steel structure in the construction of rural residential buildings in accordance with local conditions. It has accelerated the application of assembly decoration technologies such as pipe and line separation, thin ceiling, same-layer drainage, etc. It has encouraged the large-scale application of integrated kitchens and bathrooms, prefabricated lightweight partition walls, etc., in assembly building projects, and has supported the Shangyu District in carrying out assembly decoration pilots. Each district, county (city) efforts to promote the application of new building industrialization technology, at least one green building or new building industrialization building model project each year. Promote smart home, smart office and building automation systems to enhance the convenience and comfort of buildings. Three, the policy support

(ii) For new assembly-type fully-furnished commercial residential projects that have received real estate right certificates and construction project planning permits, and have invested in the development and construction of which the capital has reached more than 25% of the total investment in engineering and construction, or have completed the foundation works to reach the standard of plus or minus zero, and have set the date for the progress of the construction and the delivery of the completion of the construction, the project can be registered for pre-sale with the local real estate management department to apply for pre-sale registration and receive the pre-sale license for commercial properties. (3) Support the implementation of engineering bond payment bid bond, performance bond and engineering quality bond for assembly building projects. The residential property warranty paid by the construction unit is calculated on the basis of the total construction and installation cost of the property multiplied by a rate of 2%, of which the total cost of prefabricated components can be deducted from the base for steel structure assembled residential projects; assembly building projects using assembly decoration or implementing residential full decoration project quality insurance can be deducted from the base for the cost of the renovation; if all the above conditions are met, they can be deducted from the base on an accumulative basis. (d) Increase financial support for the new building industry, industry authorities and financial departments should be developed in a timely manner to introduce the implementation of financial support rules. During the pilot period of steel structure assembled houses (2019-2022), farmhouses constructed with steel structure assembled, on the basis of local financial subsidies, the municipal level will be given a further financial subsidy of 100 yuan/square meter (the total amount of municipal subsidies will not exceed 10 million yuan). Actively organize the declaration of the province's rural steel structure assembly type residential pilot projects, the declaration of successful projects can also enjoy the provincial financial award in lieu of subsidy funds 200 yuan / square meter incentives. If the steel structure assembled construction is adopted in the projects of rural centralized reconstruction, rural dilapidated house reconstruction, rural guaranteed housing, beautiful and livable demonstration villages, etc., the projects will be given priority consideration in the evaluation of merits and awards. The assembly building referred to in the above terms of policy support does not include the arena building and industrial building; involving financial funds, according to the financial system of hierarchical commitment; the new assembly building on the newly transferred or allocated land (including the steel structure assembly type residential) no longer enjoy the volume rate incentive policy.

Four, safeguard measures
