The validity period of the insured's application for going abroad for medical treatment is relaxed from the original 6 months to 12 months. During this period, the insured can go to the place of medical treatment for many times. If the insured person goes to a different place for medical treatment or lives in a different place, the geographical scope of medical treatment will be extended to the regional scope of local prefecture-level cities nationwide, and Shanghai, Beijing, Tianjin, Chongqing, Hainan and Tibet are municipalities directly under the Central Government or provinces (autonomous regions).

The scope of medical insurance for urban and rural residents in different places has been expanded from the original elderly residents to all urban and rural residents' medical insurance participants (adult residents, students, infants and minors). If the above-mentioned insured persons live in different places for a long time (more than 6 months), they may apply for medical treatment in different places according to regulations.

The payment standard of medical insurance fund for the transfer of insured persons in different places no longer distinguishes between specific cities, and is uniformly formulated according to the hospital level. The hospital level is implemented according to the institution level on the national telemedicine settlement platform, and the hospitals not included in the national telemedicine settlement platform are implemented according to the medical insurance settlement level determined by the local community departments.
