What kind of people can't participate in endowment insurance?

According to the Social Insurance Law, women are over 50 years old and men are over 60 years old. Before this age, they can buy social security until 16 years old. After the normal retirement age, you can no longer participate in insurance. The retirement age is 60 for men and 50 for women.
