Can I pay social security if my account is not local?

Legal basis: Notice of the General Office of the State Council on Forwarding the Interim Measures of Ministry of Human Resources and Social Security and the Ministry of Finance on the Transfer and Continuation of the Relationship of Basic Old-age Insurance for Employees in Urban Enterprises (Guo Ban Fa [2009] No.66), the place where the insured persons with inter-provincial floating employment meet the conditions for receiving benefits is determined according to the following provisions: (1) If the relationship of basic old-age insurance is at the domicile, the domicile shall be responsible for handling the procedures for receiving benefits and enjoying the benefits of basic old-age insurance. (2) If the basic old-age insurance relationship is not located at the domicile, but the accumulated payment period in the locality of the basic old-age insurance relationship exceeds 10 years, the local treatment procedures shall be handled and the local basic old-age insurance benefits shall be enjoyed.
