According to the above responsibilities, the Municipal Human Resources and Social Security Bureau has internal organs 16:

(1) office

Organize the implementation of laws and regulations on civil servant classification, position management, employment, assessment, reward, punishment, training, appointment and removal of posts, competition for posts, communication avoidance, resignation and dismissal, complaints and accusations, and appointment of civil servants; Organize the implementation, supervision and inspection of the staff of public institutions with reference to the civil service law management related work; Organize the implementation, supervision and inspection of the relevant work of the appointment system of civil servants management; Guide and coordinate the implementation of the civil service law in counties and departments, formulate the reward and commendation system of the Municipal People's Government, and consider relevant matters in the name of the Municipal People's Government; To undertake matters related to the appointment and removal of staff by the Municipal People's Government; Handling the recruitment, assessment, transfer, transfer, daily registration, post setting and non-leadership positions of civil servants of municipal administrative organs and staff of management units with reference to the Civil Service Law; Comprehensive management of archives work of cadres below section level in municipal organs and institutions.

To organize the implementation of policies and development plans for basic old-age insurance and supplementary old-age insurance for government agencies and institutions; To organize the formulation and implementation of endowment insurance policies for urban residents; To formulate the basic old-age insurance rate and fund collection policy; Organize the implementation of policies on the collection and payment of basic old-age pension, retirement of enterprise employees, social pooling of basic old-age insurance expenses and individual account fund management; Review the implementation plan of special types of work, complete loss of working ability due to illness and non-work-related injuries, early retirement of employees in municipal units and enterprise annuity in the city. Organize the implementation of the basic policies and development plans for medical care, maternity, unemployment, work injury, rural old-age insurance and social security for landless farmers. To formulate supplementary medical insurance policies and management measures; Formulate measures for the management of medical insurance and maternity insurance funds.
