Relevant policies of social security for rural intellectuals

According to the regulations, during the period of educated youth jumping the queue in rural areas, it should be recorded in the payment information of the old-age insurance of the parties concerned as the deemed payment period. In addition, the educated youth who jump the queue in rural areas do not involve other perks. Are educated young people eligible for "reaching the statutory retirement age, with accumulated contributions of 15 years or more", and can they go through retirement procedures? Article 15 of the Social Insurance Law consists of overall pension and individual account pension.
