How to pay Bazhou social security?

The Bazhou Municipal Government of Hebei Province and the Wen 'an County Government of Langfang City, Hebei Province both issued the Implementation Opinions on Further Strengthening the Regulation of the Real Estate Market, stipulating that non-local households should pay personal income tax or social security 12 months or more in the local area within the first two years from the date of applying for the purchase of a house, and the purchase is restricted to 1 house, and the down payment ratio is not less than 50%.
