Institutional functions of Yunnan Provincial Department of Human Resources and Social Security
(a) to formulate plans and policies for the development of human resources and social security, draft local laws and regulations on human resources and social security, and be responsible for organizing the implementation, supervision and inspection.
(two) to formulate the development plan of human resources market and the policy of human resources flow and organize their implementation, and establish a unified and standardized human resources market. Formulate the market access system of human resources service institutions, guide and supervise the management of professional intermediaries, and be responsible for the supervision and inspection of the human resources market.
(three) responsible for promoting employment, formulating urban and rural employment development plans and policies and organizing their implementation. We will improve the public employment service system, establish an employment assistance system, improve the vocational qualification system, and co-ordinate the establishment of a vocational training system for urban and rural workers. Take the lead in formulating employment policies for college graduates, and formulate incentive policies for training high-skilled talents and rural practical talents in conjunction with relevant departments.
(4) Coordinate the establishment of a social security system covering urban and rural areas. To formulate policies and standards for urban and rural social insurance and supplementary insurance such as pension, unemployment, medical care, work injury and maternity, and organize and supervise their implementation. Coordinate the formulation of unified social insurance relations in the province, coordinate the basic old-age insurance policies of organs, enterprises and institutions, and gradually improve the level of fund coordination. Formulate the management and supervision system of social insurance and its supplementary insurance funds in conjunction with relevant departments, and review and summarize the draft budget and final accounts of social insurance funds. Formulate management measures for the collection, payment, management and operation of social insurance funds, and supervise and manage social insurance funds.
(five) to be responsible for the prediction, early warning and information guidance of employment, unemployment and social insurance funds, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of payments of social insurance funds.
(VI) To formulate and organize the implementation of policies on the distribution of wages and income and local subsidies for personnel of government agencies and institutions, formulate welfare and retirement policies for government agencies and institutions, and establish and improve the mechanism for ensuring the normal wage growth and payment of personnel of government agencies and institutions.
(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, formulate personnel management measures for public institutions and government agencies and organize their implementation. Formulate management policies for professional and technical personnel and organize their implementation, and be responsible for continuing education of professional and technical personnel. Take the lead in deepening the reform of the title system. Participate in talent management and be responsible for the selection and training of high-level professional and technical personnel.
(eight) in conjunction with the relevant departments to formulate resettlement policies and resettlement plans for demobilized military cadres and organize their implementation, and be responsible for the education and training of demobilized military cadres. Organize and formulate policies for some enterprises to solve difficulties and stabilize demobilized military cadres. Responsible for the management and service of demobilized military cadres who choose their own jobs.
(nine) responsible for the comprehensive management of civil servants in administrative organs, formulate relevant personnel deployment policies and special personnel placement policies and organize their implementation, and formulate and organize the implementation of the national honor system and the government reward system in conjunction with relevant departments.
(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, coordinate and promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(eleven) the formulation of labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination mechanism of labor relations. Formulate policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize and implement labor inspection, coordinate and safeguard the rights and interests of workers, and investigate and deal with major cases according to law.
(twelve) to formulate plans and policies for the introduction of foreign intelligence, formulate management measures for the introduction of intelligence, and organize and supervise the implementation. Formulate measures for the management of overseas training, be responsible for the annual plan management of overseas training, be responsible for the examination and approval of overseas training projects, and organize the implementation of key overseas training projects.
(thirteen) to undertake other tasks assigned by the people's Government of Yunnan Province.
