According to the Notice of the Office of Bazhong Municipal People's Government on Printing and Distributing the Provisions on the Internal Structure and Staffing of Bazhong Human Resources and Social Security Bureau (Fu Ba Ban Fa [2065438+02] No.63), there are 20 internal structures of Bazhong Human Resources and Social Security Bureau:

(1) Office (Policy and Regulation Section)

Responsible for messages, meetings, confidential information, security, confidentiality, comprehensive management, reception, government coordination, government affairs disclosure, supervision, target assessment, emergency management, administrative logistics and other work; Organize comprehensive research on human resources and social security policies; To undertake the drafting of important manuscripts, research on major topics, news propaganda and news release; To undertake the legality review and filing of relevant normative documents; Organize the compilation of human resources and social security periodicals, work yearbooks and overall memorabilia; Take the lead in organizing and handling the suggestions of NPC deputies and CPPCC members.

(3) Planning and Finance Department (Project Department)

(4) Employment Promotion Department (Unemployment Insurance Department)

(v) Vocational Capacity Building Section

Responsible for formulating policies and plans for vocational training of urban and rural workers, as well as training and incentive policies for high-skilled talents and rural practical talents; Under the guidance of the national education policy, formulate the development planning and management rules of technical schools and vocational training institutions in the city; Improve the qualification system of vocational skills; To study and put forward opinions on the implementation of national occupational classification, national standards for vocational skills and industry standards; Complete the training of migrant workers in conjunction with relevant departments; Responsible for organizing and guiding the technical level training, examination and assessment of workers in government agencies and institutions throughout the city.

(vi) Human Resources Development Section

Responsible for formulating policies and plans for the development of human resources market and the market access management system of human resources service institutions; Guide and supervise the management of professional intermediaries; Formulate talent introduction policies and undertake the deployment of talents with special needs. Responsible for the introduction of foreign intelligence in this city; Centralized management of foreign experts working in Pakistan; Responsible for the management of foreign expert units hired by this Municipality, and carry out annual inspection; To undertake the work of rewarding foreign experts who have made outstanding contributions; To undertake international exchanges and cooperation in human resources and social security in this city. Responsible for the preparation of the city's long-term planning for the introduction of foreign intelligence; To formulate the annual plan for introducing foreign intellectual projects in this Municipality and organize their implementation; Centralized management of the city's sending delegations and personnel to go abroad for training; To undertake the management of the introduction of foreign intelligence special funds by the state, provinces and municipalities; Responsible for contact and cooperation with foreign expert organizations and overseas training institutions; To be responsible for summarizing, appraising and popularizing the achievements of talent introduction;

(7) Demobilized Military Cadres Resettlement Office (Bazhong Demobilized Military Cadres Resettlement Working Group Office)

Organize the implementation of resettlement policies for demobilized military cadres, and compile and coordinate the implementation of the city's resettlement plan for demobilized military cadres; Responsible for the reception, examination and resettlement of demobilized military cadres in the city; Responsible for coordinating the receipt and transfer of demobilized military cadres by organs directly under the municipal government and enterprises and institutions directly under the municipal government; Responsible for the management of demobilized military cadres' retraining planning, organizing employment training, broadening employment channels and recommending employers; Responsible for the business guidance, supervision and management of the management and service of demobilized military cadres who choose their own jobs in counties (districts); Guide and supervise the implementation of the policy of solving difficulties for demobilized enterprise cadres in the city, and maintain social stability; In conjunction with relevant departments, do a good job in the resettlement of families of demobilized military cadres.

(eight) professional and technical personnel management office (Bazhong title reform work leading group office)

Responsible for the recommendation, selection, assessment and management services of experts with outstanding contributions and personnel enjoying special government allowances.

(9) Personnel Management Section of Public Institutions

Responsible for guiding and organizing the implementation of personnel system reform and personnel management in public institutions; Responsible for the management of staff in public institutions, and undertake assessment, rewards and punishments, appointment and dismissal (employment) and other work; According to the management authority, undertake the post setting management of public institutions; Responsible for guiding public institutions to openly recruit staff, and organizing the implementation of public recruitment in municipal institutions; To undertake the deployment of the staff of municipal institutions; Responsible for the statistical work of staff information in public institutions.

(10) Wages and Welfare Section

According to the management authority, comprehensively manage the wages, benefits, retirement and resignation of the staff of government agencies and institutions in the city. To organize the implementation of the salary policy for the staff of organs and institutions in the city, including salary, welfare, calculated length of service, retirement, resignation and punishment; Responsible for the management of wage funds of municipal organs and institutions, and undertake the management of total wages of staff of municipal institutions; Responsible for improving the retirement benefits of award-winning institutions and personnel in the city; To be responsible for the special post allowance for the staff of government agencies and institutions, and cooperate with relevant departments to do a good job in the allowance and subsidy for civil servants; Responsible for the statistics and comprehensive analysis of the wages of government agencies and institutions in the city.

(1 1) Pension Insurance Section

Responsible for formulating the development plan of urban basic old-age insurance, and coordinating the implementation of the old-age insurance policies of organs, enterprises and institutions and urban residents (including urban population resettlement land-expropriated personnel); Implement the management measures and forecast and early warning system of the endowment insurance fund; Improve the retirement policy of enterprise employees and be responsible for the adjustment of pension insurance benefits for enterprise retirees; Actively promote the socialized management services for retirees; In conjunction with the relevant departments, review and report the cancellation of the old-age insurance premiums owed by bankrupt enterprises; Responsible for examining and determining the conditions for normal retirement and early retirement of enterprise employees, and for examining and determining the payment period of enterprises and various insured persons. (XIII) Labor Inspection Section

To make overall plans and relevant regulations for mediation and arbitration of labor and personnel disputes in the city, and guide and coordinate the mediation and arbitration of labor and personnel disputes in the city; To guide the prevention of labor and personnel disputes in the city; Organize and coordinate the handling of major labor and personnel disputes across regions according to law; To undertake the relevant training and management of labor and personnel dispute arbitrators.

(15) Fund Supervision Section

Responsible for formulating the supervision and management system of social insurance and its supplementary insurance funds; Supervise and inspect the collection, payment, management and operation of social insurance and its supplementary insurance funds according to law; Improve the internal control system and organize the evaluation of the internal control of social insurance agencies; Investigate and deal with disciplinary cases involving the safety of funds.

(sixteen) Department of migrant workers (Bazhong City Labor Development and Migrant Workers Work Office)

Responsible for formulating comprehensive policies and plans for the development of the city's labor force and the work of migrant workers, and promoting the implementation of relevant policies; Coordinate and solve key and difficult problems and major events involving migrant workers, and safeguard the legitimate rights and interests of migrant workers; Responsible for the construction of service system for migrant workers; To undertake the specific work of the leading group for labor service development and migrant workers' work in the city.

(17) Letters and Calls and Mass Work Section

To implement the laws, regulations and policies of the party and the state on the work of letters and visits; Study, analyze and investigate the petition work of the city's human resources and social security system; Responsible for accepting, receiving, coordinating and handling letters and visits from the people; Supervise and supervise major letters and visits; Responsible for maintaining stability and coordinating the handling of group emergencies; To undertake administrative mediation of labor and personnel letters and visits.

(XVIII) Personnel Department (Party Committee Office)

(XIX) Archives Management Section

Guide the archives management and standards of the people's social system in the city. Responsible for the personnel file management of municipal organs, institutions and bureau documents.

(20) Supervision Office

Responsible for the discipline inspection and supervision of organs and directly affiliated institutions and the construction of party style and clean government.

At the same time, Bazhong Civil Servant Management Office was established.
