Non-local families are restricted from buying 1 apartment in Beijing. If you already have a house in Beijing, you cannot apply for buying a house in this city again. Buying a house requires social security for five consecutive years or paying taxes for five consecutive years:

Social insurance: You can apply for buying 1 apartment if you have paid social insurance continuously for more than 60 months in this city (the overdue part will not be recognized) and hold a valid residence certificate in this city. These two conditions must be met at the same time.
