The "Regulations" will directly identify the skilled talents who have excellent professional skills, outstanding achievements and great contributions in the production practice of employers in our city and have reached the level of senior workers (level 3) or technicians (level 2) by industries or enterprises, and directly identify them as Quanzhou high-skilled talents (senior workers) or Quanzhou high-skilled talents (technicians), and give corresponding support measures to employers and individuals.

Q: What is the scope of direct identification of high-skilled talents in our city?

Answer: The occupations (types of work) recognized in this regulation are skill occupations (types of work) included in the national occupational classification ceremony and newly announced occupations (types of work) in Ministry of Human Resources and Social Security. Skilled posts that are not included in the occupational classification ceremony but actually exist in the production and operation of the employer can be evaluated according to the principle of occupation (type of work) in the occupational classification ceremony.

The employing units mentioned in these Provisions refer to enterprises, trade associations and industrial (industrial) parks. Its registered place, tax payment place, social security payment place and actual office place are all within the administrative area of Quanzhou City and operate legally and normally.

The skilled personnel mentioned in these Provisions refers to those who have signed full-time and effective labor contracts with the employing units in our city for 3 years or more, mastered professional knowledge and technology, and have certain operational skills, and have worked in the same employing unit in our city for 12 months or more.

Q: Which employers can apply for direct certification pilot?

A: (1) Pilot enterprises applying for direct recognition of high-skilled talents shall meet the following conditions:

1. It has a certain scale, good social credit, high skill content in its main business and many employees, and has a certain influence in the industry, and has established relevant skills training programs;

2. Have a perfect human resource management system and talent allowance system, and establish a relatively perfect working mechanism and incentive mechanism that combines the training, evaluation, use and treatment of skilled talents;

3. Pay attention to the training of skilled personnel. In the past three years, the employee education funds have been extracted and used according to regulations, and the funds for directly identifying high-skilled personnel are guaranteed;

On the basis of the above conditions, it meets the urgent needs of enterprises in our city (including electronic information, equipment manufacturing, petrochemical industry, construction industry, transportation and logistics, modern service industry, etc. ) You can apply first.

(two) to apply for high-skilled talents to directly identify the pilot industry associations (schools) should also meet the following conditions:

1. registered in Quanzhou according to law, with good social credit and certain industry influence, giving priority to service and social benefits, not for profit;

2. Have a sound internal working mechanism, establish a standardized financial system and management system, and have funds to ensure the direct identification of high-skilled talents;

3 to provide a certain scale of skills training or technical support and services for employees in the industry, and to establish a team of professionals suitable for the evaluation work;

On the basis of the above conditions, those who participate in the formulation and compilation of relevant industry standards or professional standards, assessment and evaluation norms and training materials can be given priority.

(three) to apply for high-skilled talents to directly identify the pilot industrial (industrial) park, the following conditions shall be met at the same time:

1. government departments at all levels are registered or certified according to law, have a certain scale of industrial agglomeration, establish a standardized financial system and management system, and have good social credit;

2. Provide skills training for enterprises to a certain extent or provide technical support and services, and have perfect internal working institutions and staff suitable for evaluation;

3. There are more than 5 enterprises with a certain scale 15, or more than 2,000 employees, or the accumulated annual tax payment of the park reaches more than 10 million yuan.

Q: Which skilled personnel meet the application requirements?

Answer: (1) To apply for skilled talents directly recognized by high-skilled talents (senior engineers) in Quanzhou, one of the following conditions shall be met:

1. Having obtained the intermediate certificate of relevant occupation (type of work) (including vocational qualification certificate and vocational skill level certificate) and worked in this occupation for 2 years or obtained the special ability certificate of relevant occupation (type of work) and worked in this occupation for 5 years;

2. Have the primary professional and technical professional qualifications of relevant majors and have been engaged in this occupation for 2 years;

3. Won the final of county (city, district) level industry (system) competition at county (city, district) level 1 name, or the top 3 of municipal level industry (system) competition at municipal level, or the final of provincial level industry (system) competition at provincial level;

4. Being employed by the employer as a senior worker 1 year or above (the employer provides the materials for cashing in the treatment), imparting skills to the master and apprentice 10 or above, or promoting more than 5 apprentices (the employer provides the certification materials);

5. Outstanding achievements in this occupation (type of work) and awarded the honorary title of county-level skills and technology by the relevant industry authorities;

6. Skilled talents who are recognized as the inheritors of intangible cultural heritage at the county level;

7. The main participants in technical transformation, technical innovation, technical research and other projects related to this occupation (type of work) (the employer provides certification materials);

8. Those who belong to the shortage of skilled talents in our city, have been engaged in this profession for more than 5 years, and have outstanding performance, and have been confirmed as the backbone of skills by the employer (the employer provides supporting materials).

(two) to apply for skilled talents directly recognized by Quanzhou high-skilled talents (technicians), one of the following conditions shall be met:

1. Obtain the senior work certificate (including vocational qualification certificate and vocational skill level certificate) of relevant occupation (type of work) and have been engaged in this occupation for 2 years, or be directly recognized as a highly skilled person (senior worker) in Quanzhou by these Provisions and continue to engage in this occupation for 2 years;

2. Obtaining scientific and technological achievements (inventions and creations), patents and other awards at or above the municipal level in this occupation (type of work);

3. Have intermediate or above professional and technical professional qualifications and have been engaged in this occupation for 2 years;

4. Won the municipal vocational skills competition and filing municipal industry (system) competition 1 award, or three finalists in provincial vocational skills competition and filing provincial industry (system) competition, or three finalists in national vocational skills competition and filing national industry (system) competition;

5. Those who are employed as technicians by the employing unit (materials provided by the employing unit for cashing in treatment), with more than 20 apprentices or promoted to 10 or more (supporting materials provided by the employing unit);

6. He has made outstanding achievements in this profession (type of work) and was awarded the honorary titles of "Quanzhou Technical Expert", "Quanzhou Craftsman", "Quanzhou Master of Arts and Crafts" and "Quanzhou May 1st Labor Medal" by the relevant industry authorities;

7. Skilled talents who are recognized as inheritors of intangible cultural heritage at or above the municipal level;

8. The main contributors to the technical transformation, technical innovation, technical research and other projects related to this occupation (type of work) that create direct economic benefits of more than 300,000 yuan each year (the employer provides certification materials).

Q: Is it troublesome to apply for direct appraisal?

A: The direct identification of high-skilled talents is organized and implemented by the employer, and online audit is adopted. The specific procedures are as follows:

(1) declaration. The employer logs into the Internet plus employment service information system (website: /qz_ggfw/login) and enters the port of "Direct Identification of Highly Skilled Talents", fills in the Quanzhou Information Registration Form for Direct Identification of Highly Skilled Talents (attachment 1), and uploads the specific implementation plan (including the overall implementation principles, identification standards, recognized occupation scope, application conditions and identification methods). According to the affiliation, submit it to the human resources department of the place where the employer is registered for filing and review.

(2) organization. Eligible employers can form or hire expert review teams by themselves. The members of the expert review group shall have the relevant professional (post) technicians and above professional qualifications, professional skills or titles, and the expert review group shall be no less than 5 in principle.

(3) review. The employing unit shall organize the direct identification work according to the approved implementation plan. The result of direct identification is decided by the expert review group, and the voting rate must reach more than two thirds.

(4) publicity. The employer shall publicize the preliminary evaluation results, and the publicity time shall be no less than 5 working days. After no objection, submit the Application Form for Direct Identification of High-skilled Talents in Quanzhou to the local community department.

(5) Examining and issuing documents (issuing certificates). The local community department recognizes the direct identification work, forms a confirmation document, and reports it to the local talent work leading group for the record, which is included in the statistical scope of skilled talents.

Q: What are the "benefits" directly recognized as high-skilled talents in Quanzhou?

A: (1) The recognized high-skilled talents (senior workers) and high-skilled talents (technicians) in Quanzhou can enjoy the corresponding talent support policies according to the principle of "focusing on high skills and not repeating them".

(two) was identified as Quanzhou high-skilled personnel (senior workers), according to the standard of 500 yuan/person, the employer can give a one-time incentive subsidy; Those who are recognized as high-skilled talents (technicians) in Quanzhou can be given a one-time incentive subsidy to the employer according to the standard of 1000 yuan/person. The required subsidy funds are paid from the municipal financial funds.

(III) The employing unit may select the "Chief Technician" from the recognized high-skilled talents (technicians) in Quanzhou City, and recommend the "Chief Technician" to participate in the appraisal of skill masters in counties (cities, districts) alone, and the selection ratio shall not be less than 20% of the total selection in that year, and enjoy the relevant preferential policies and treatment for skill masters at the county level.

(four) to encourage and support Taiwan-funded enterprises and employers registered in our city to attract Taiwan Province compatriots to directly identify high-skilled talents. Taiwan Province compatriots who have obtained the examination certificate of professional technical personnel (technicians) in Taiwan Province Province and have been engaged in the corresponding professional and technical work in our city for 1 year will be directly recognized as high-skilled talents in Quanzhou with corresponding grades.

(5) If the recognized high-skilled talents have obtained the same or similar vocational skill grade certificate as the occupation (type of work) at the time of application for recognition, they will be given a witness subsidy of1000-3,000 yuan according to the grade. The required subsidy funds shall be paid from the special account funds of vocational skills upgrading action or employment subsidy funds.

(six) enterprises that have made remarkable achievements in the direct appraisal work may give priority to the pilot units that declare the provincial vocational skill level appraisal and evaluation.
