According to the Notice of the General Office of the Municipal Party Committee and the General Office of the Municipal Government on Adjusting the Organizational Structure of the Municipal Human Resources and Social Security Bureau (Hongban Zi [2065438+09] No.35), the main responsibilities of the Nanchang Municipal Human Resources and Social Security Bureau were adjusted. The main responsibilities after adjustment are:
(a) to implement the national and provincial human resources and social security development plans and policies, and draft local laws and regulations on human resources and social security in this Municipality; Prepare the long-term master plan and annual plan for the development of human resources and social security in the city and organize their implementation.
(two) to formulate the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.
(three) responsible for the city's employment promotion work, formulate the city's employment development plan and urban and rural policies, improve the public employment service system, and organize the implementation of the employment assistance system; Implement policies related to the vocational qualification system and make overall plans to establish a vocational training system for urban and rural workers; Take the lead in organizing the implementation of the employment policy for college graduates, and formulate the training and incentive policies for high-skilled talents in conjunction with relevant departments.
(four) to establish and improve the social security system covering urban and rural residents in the city, implement relevant policies and measures, formulate the basic policies and standards of social insurance and its supplementary insurance in the city, and be responsible for organizing the implementation, supervision and inspection.
(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, the implementation of prevention and control, to maintain the stability of the city's employment situation and the overall balance of social insurance funds.
(six) responsible for organizing the implementation of relevant personnel deployment policies and special personnel placement policies; Organize and implement the national honor system and government reward system in conjunction with relevant departments; To undertake the award and commendation work of the Municipal People's Government, and be responsible for reviewing the projects and objects awarded and commended in the name of the Municipal People's Government.
(seven) in conjunction with the relevant departments to formulate the implementation opinions of the reform of the wage income distribution system of public institutions in the city, and promote the establishment of the normal wage growth and payment guarantee mechanism of enterprises and institutions; Implement the welfare and retirement policies of relevant enterprises and institutions of the state and province.
(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions in the city, and to formulate personnel management policies for public institutions and institutions; Participate in talent management, lead the introduction of professional and technical talents and enterprise management talents in the city, and be responsible for the comprehensive management of skilled personnel team construction, postdoctoral workstation construction, human resources industrial park construction and expert talent service. Take the lead in deepening the reform of the title system.
(nine) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the city, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(ten) to organize the implementation of the city's labor and personnel dispute mediation and arbitration system and labor relations policy; Improve the coordination mechanism of labor relations, implement the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers, organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.
(eleven) to implement the policy of attracting overseas students to work or settle in Chang; To be responsible for the political examination of the personnel below the division level of the municipal unit going abroad on business.
(twelve) responsible for the international exchanges and cooperation of the bureau and its subordinate units.
(thirteen) responsible for promoting, guiding, coordinating and supervising the government information disclosure work of this department and this system.
(fourteen) to undertake other tasks assigned by the Municipal People's government.
