Is social security card equal to ID card?

Legal analysis: the new social security card can not be used as an ID card completely, but only has some functions of an ID card. The identification function of social security card refers to the identification of enjoying public employment services, employment support policies, insurance registration, payment declaration, social insurance relationship transfer, medical expenses reimbursement, treatment qualification certification and other services. The identity card is the unique and life-long valid identity code compiled by the state.

Legal basis: Article 3 of the Law of the People's Republic of China on Resident Identity Cards includes: name, gender, nationality, date of birth, location of permanent residence, citizenship number, personal photo, fingerprint information, validity period of certificate and issuing authority. Citizenship number is a unique and life-long identity code for every citizen, which is compiled by public security organs according to the national standard of citizenship number. Citizens applying for obtaining, renewing or replacing resident identity cards shall register their fingerprint information.
