Is the rural commercial bank card the same as the social security card?

Article 15 of the Measures for the Administration of Social Security Cards of the People's Republic of China guarantees cardholders' right to inquire about and handle human resources and social security business, adopts technical means and management measures to protect cardholders' personal privacy, uses relevant information of social security cards according to law, and ensures the safe use of social security cards.
