Can you take money out of your medical insurance card?

The money inside the social security card can be taken out, the new medical insurance card with UnionPay function, i.e., UnionPay social security card is able to take out money, provided that the cardholder has deposited money in the corresponding card-issuing bank with the card in advance, and the money inside the deposit account can be taken out, but the money inside the medical insurance account can't be taken out (it can only be used to pay for the medical insurance expenses).

The Social Insurance Law of the People's Republic of China has corresponding provisions:

Article 11 The basic pension insurance shall be a combination of social coordination and individual accounts. The basic pension insurance fund consists of contributions from employers and individuals and government subsidies.

The employing unit shall pay the basic pension insurance premiums in accordance with the proportion of the total wages of the employees of the unit as prescribed by the State, which shall be credited to the basic pension insurance co-ordination fund. Employees should pay the basic pension insurance premiums according to the proportion of their own wages stipulated by the state and credited to their personal accounts.

Chapter VII: Collection and Payment of Social Insurance Premiums

Article 57 An employer shall, within thirty days from the date of its establishment and on the basis of its business license, certificate of registration, or the seal of the unit, apply to the local social insurance agency to register for social insurance. Article 58 An employer shall, within thirty days from the date of employment, apply for social insurance registration with a social insurance agency for its employees. If the employer fails to apply for social insurance registration, the social insurance agency shall approve the social insurance premiums to be paid by the employer.

Individual industrial and commercial households without employees who voluntarily participate in social insurance, part-time workers who do not participate in social insurance with their employers, and other flexibly employed persons shall apply for social insurance registration with the social insurance administrative organization.

The State establishes a nationally unified individual social security number. Individual social security numbers are citizens' identity numbers.

Article 59: The people's governments at or above the county level shall strengthen the collection of social insurance premiums.

Social insurance premiums shall be collected in a uniform manner, and the steps and specific measures for implementation shall be prescribed by the State Council.

Article 60 Employers shall declare themselves and pay social insurance premiums in full and on time, and shall not defer or reduce payment except for force majeure and other legal reasons. The social insurance premiums to be paid by employees shall be withheld and paid by the employer on behalf of the employee, and the employer shall inform the employee of the details of the payment of social insurance premiums on a monthly basis.

Individual industrial and commercial households without employees, part-time workers who do not participate in social insurance with their employers, and other flexibly employed persons may pay social insurance premiums directly to the social insurance premium collection organization.

Article 61 A social insurance premium collection agency shall collect social insurance premiums in full and on time in accordance with the law, and inform employers and individuals regularly of the status of payment.

Article 62 If an employing unit fails to declare the amount of social insurance premiums to be paid in accordance with the regulations, the amount to be paid shall be determined in accordance with 110 percent of the amount of the unit's contributions for the previous month; after the unit has made up for the declaration, the social insurance premium collection agency shall settle the bill in accordance with the regulations.

Article 63 If an employer fails to pay social insurance premiums in full and on time, the social insurance premium collection agency shall order it to pay the premiums within a certain period of time or to make up the full amount.

If an employer fails to pay the social insurance premiums in full or on time, the social insurance premium collection agency may inquire into the deposit accounts of the employer's banks and other financial institutions; it may also apply to the relevant administrative departments at or above the county level to make a decision on the allocation of social insurance premiums, and notify in writing the banks or other financial institutions where the employer holds accounts of the allocation of the social insurance premiums.

If the balance of an employer's account is less than the amount of social insurance premiums that should be paid, the social insurance premium collection agency may require the employer to provide a guarantee and sign an agreement on deferred payment of premiums.

If the employer fails to pay the full amount of social insurance premiums and fails to provide a guarantee, the social insurance premium collection agency may apply to the people's court for the seizure, attachment or auction of the property whose value is equal to the amount of social insurance premiums that should be paid, and the proceeds from the auction will be used to offset the payment of social insurance premiums.
