1. Individuals who have participated in the old-age insurance for urban and rural residents, who have reached the age of 60 and paid a total of 15, can receive the old-age insurance benefits for urban and rural residents on a monthly basis.

2. Those who have reached the age of 60 when the new rural insurance or urban residential insurance system is implemented, and have not received the basic old-age security benefits stipulated by the state before the date of issuance of this opinion, do not need to pay. Since the implementation of this opinion, they can receive the basic pension for urban and rural residents on a monthly basis.

3. Conditions for receiving benefits: Insured persons who have participated in the social endowment insurance for urban and rural residents, who have reached the age of 60 and have not enjoyed the basic endowment insurance for urban workers, can receive a monthly pension.

4. Urban and rural residents who have reached the age of 60 and have not enjoyed the basic old-age insurance benefits for urban workers can receive the basic pension directly on a monthly basis without paying fees (rural residents but their children who meet the insurance conditions should pay insurance premiums); The elderly rural minimum living security object who has reached the age of 60 can directly enjoy the basic pension.

5. Urban and rural residents who have reached the age of 45 but under the age of 60 should pay according to the payment period, and the part with insufficient payment period can be paid in one lump sum, and the accumulated payment period does not exceed 15 years; When the old-age insurance system for urban and rural residents is implemented, if it is paid off within two years, the government will give corresponding payment subsidies, and if it is paid off for more than two years, it will not enjoy government subsidies; Urban and rural residents under the age of 45 shall pay the annual fee, and the cumulative payment period at the age of 60 shall not be less than 15 years.
