What's the difference between a resident health card and a social security card?

Social security card has six functions: immediate settlement of medical insurance, payment of social security benefits, inquiry of social security information, payment of social insurance, employment service and financial service.

Resident health card is a service card that integrates reimbursement of new rural cooperative medical system and medical institution card, and records all medical information of a person from birth to death. The resident health card has the functions of 10 health and family planning, such as appointment registration, cooperative medical care, chronic disease management, children's health care and elderly health management, as well as eight UnionPay service functions, such as medical payment, bus card and living payment. ID card information, health records, diagnosis and treatment information, medication records and physical examination records are stored in the card, and cardholders can seek medical treatment, reimbursement and settlement across regions and institutions.

Although both cards are "one card", many functions are different in use, and the two cards cannot replace each other.

Legal basis: Article 64 of People's Republic of China (PRC) Social Insurance Law includes basic endowment insurance fund, basic medical insurance fund, industrial injury insurance fund, unemployment insurance fund and maternity insurance fund. In addition to the basic medical insurance fund and maternity insurance fund combined accounting, other social insurance funds are accounted for separately according to social insurance types. Social insurance funds implement a unified accounting system throughout the country.

The social insurance fund is earmarked for special purposes, and no organization or individual may occupy or misappropriate it. The basic old-age insurance fund will gradually implement national overall planning, and other social insurance funds will gradually implement provincial overall planning. The specific time and steps shall be stipulated by the State Council.
