Legal analysis: the conditions of Shanghai license

(a) Shanghai household registration, or holding a residence permit in Shanghai and paying social insurance or personal income tax in Shanghai for three consecutive years before the date of application;

(two) did not hold a passenger car quota certificate;

(3) There are no registered motor vehicles;

(4) Holding a valid motor vehicle driver's license;

(5) There is no record of illegal road traffic safety within 1 year before the date of application; (six) other conditions approved by the joint meeting to be submitted to the municipal government.

Among them, the illegal records of road traffic safety include:

(1) The cumulative score reaches 12;

(two) driving a motor vehicle for more than 5 times of road traffic safety violations;

(3) Being subject to administrative punishment of temporary suspension, revocation of motor vehicle driving license or detention.

Legal basis: Article 5 of the Road Traffic Safety Law of the People's Republic of China. The public security department of the State Council is responsible for road traffic safety management throughout the country. The traffic administrative department of the public security organ of the local people's government at or above the county level shall be responsible for the management of road traffic safety within their respective administrative areas. The transportation and construction management departments of the people's governments at or above the county level shall be responsible for the relevant road traffic work in accordance with their respective responsibilities.
