The main responsibilities of Heyuan Human Resources and Social Security Bureau

(1) Integrating the responsibilities of the former Municipal Personnel Bureau and the former Municipal Labor and Social Security Bureau into the Municipal Human Resources and Social Security Bureau.

(two) the foreign labor management responsibilities assigned to the Municipal Bureau of foreign trade and economic cooperation.

(four) to strengthen the responsibility of coordinating the personnel management of enterprises and institutions, urban and rural employment and social security policies, the integration of talent market and labor market, and the basic endowment insurance of enterprises and institutions.

(5) Strengthen the responsibility of promoting employment and strengthen the organization, implementation and coordination of labor inspection of migrant workers.

Second, the main responsibilities

(a) to implement the national, provincial and municipal guidelines, policies and laws and regulations on the development of human resources and social security, formulate the development plans and policies of human resources and social security in this Municipality, and organize their implementation, supervision and inspection.

(two) to formulate and organize the implementation of the city's human resources market development plan, implement the human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) To be responsible for promoting employment, compiling the overall urban and rural employment development plan, improving the public employment service system, improving the employment assistance system, improving the vocational qualification system, coordinating the establishment of the vocational training system for urban and rural workers, being responsible for the management of technical schools, implementing the employment policy for college graduates, and formulating training and incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Organize and co-ordinate the formulation of urban and rural social insurance and its supplementary insurance policies and standards, unify the methods of renewal of social insurance relations and basic pension co-ordination, co-ordinate the formulation of basic old-age insurance policies for government agencies and institutions and gradually improve the level of co-ordination, formulate the management and supervision system of social insurance and its supplementary insurance funds jointly with relevant departments, prepare the draft budget and final accounts of social insurance funds in this Municipality, and implement the investment policy of social security funds.

(five) responsible for employment, unemployment, social insurance fund forecasting and information guidance, formulate response plans, implement the prevention and regulation of various social security funds, and maintain the stability of employment situation and the overall balance of social insurance funds.

(VI) Implementing the wage income distribution policy for personnel of government agencies and institutions, establishing the normal wage growth and payment guarantee mechanism for personnel of government agencies and institutions, organizing the implementation of the welfare and retirement policies for personnel of government agencies and institutions, drawing up enterprise wage guidelines and minimum wage standards, and implementing macro-control over the wage distribution of enterprises.

(VII) To guide the reform of personnel system in public institutions, formulate measures for the administration of public institutions and national civil servants, guide the management and development of talents, organize the implementation of policies for the management of professional and technical personnel and continuing education, take the lead in deepening the reform of professional title system, and be responsible for the selection and training of high-level professional and technical personnel.

(8) Implement the resettlement policy for demobilized military cadres in conjunction with relevant departments, be responsible for the compilation and distribution of resettlement plans for demobilized military cadres, be responsible for the resettlement, education and training of demobilized military cadres, implement the poverty alleviation and stability policies for demobilized military cadres in some enterprises, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(9) Be responsible for the comprehensive management of civil servants in administrative organs and staff of administrative units with reference to the Civil Service Law, organize the implementation of the Civil Service Law, organize the implementation of the national, provincial and municipal government reward and commendation system in conjunction with relevant departments, do a good job in the coordination of government reward and commendation, and undertake the review, reporting and handling of the appointment and removal of leaders in the working departments of the Municipal People's Government.

(thirteen) responsible for guiding, supervising, inspecting and coordinating the work of human resources and social security in the city, guiding and coordinating the exchanges and cooperation in human resources and social security, and undertaking the implementation of cooperation projects related to intergovernmental human resources and social security agreements.

(fourteen) to undertake other tasks assigned by the Municipal People's government and the Provincial Department of Human Resources and Social Security.
