It is understood that in order to expand social insurance service channels and provide high-quality, convenient and efficient services for the insured, Zibo has realized a new payment mode of entrusting banks to withhold and remit social insurance premiums for urban individual industrial and commercial households and flexible employees. Zibo designated Industrial and Commercial Bank of China, Bank of China and Agricultural Bank as payment banks, and the insured individuals went to the social security agency to go through the insurance registration procedures. After the bank handles the payment card or passbook for the insured individual, the insured individual can deposit the social insurance premium through the nearest bank outlet. Entrusted banks in Zibo withhold and remit social insurance premiums, handle and issue bankbooks or payment cards for insured individuals free of charge, and exempt small account management fees and annual fees; Remind the insured individuals to pay and pay the social insurance premiums of the current year in time through SMS, and inform the insured individuals who have paid successfully; Mail the personal account list and payment invoice of the old-age insurance in the previous year for the insured individuals free of charge.

Six, reform the basic pension plan and payment method. Basic pension consists of basic pension and personal account pension. The monthly standard of basic pension at retirement is based on the average monthly salary of local employees in the previous year and my indexed monthly salary, and the payment is paid to 1% every1year. The monthly standard of personal account pension is the amount of personal account storage divided by the number of months, which is determined according to the average life expectancy of urban population and its retirement age and interest when employees retire.

If Guo Fa [1997] No.26 worked before the implementation, and retired after the implementation of this decision, and the accumulated payment period has reached 15, transitional pension will be given on the basis of basic pension and personal account pension. The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the principle of reasonable convergence of treatment levels and smooth transition of old and new policies, formulate specific transition measures on the basis of careful calculation and report them to the Ministry of Labor and Social Security and the Ministry of Finance for the record.

After the implementation of this decision, if the retirement age is reached but the payment period is less than 15 years, the basic pension will not be issued; Personal account storage amount is paid to me in one lump sum, and the basic old-age insurance relationship is terminated.

According to the Notice of Zibo Municipal People's Government on Printing and Distributing the Implementation Opinions on Improving the Basic Old-age Insurance System for Enterprise Employees in Zibo (Zi [2006] No.93), some specific issues in the implementation are hereby notified as follows.

If a man is over 60 years old and a woman is over 55 years old, and the payment period is over 10 but less than 15, he can continue to pay the basic old-age insurance premium until the payment period is over 15, and receive the basic pension from the next month; If the payment period is less than 10 year, the basic old-age insurance premium will be paid to him in one lump sum according to the regulations, and the basic old-age insurance relationship will be terminated.
