In order to thoroughly implement the development strategy of the Yellow River Delta Efficient Ecological Economic Zone and the Shandong Peninsula Blue Economic Zone, promote the construction of ecological civilization demonstration cities, further increase the introduction of talents, optimize the cadre structure, and enhance the vitality of enterprises and institutions, it is decided through research to implement the "Talents Entering Dongying" plan to introduce a group of highly educated talents to some enterprises and institutions for seven universities including Tsinghua University. The relevant matters are hereby announced as follows:
First, introduce the object.
The talents introduced are full-time doctoral and master students from Tsinghua University, Peking University, China Renmin University, Zhejiang University, Tongji University, Fudan University and Shanghai Jiaotong University, as well as full-time undergraduates from Tsinghua University and Peking University.
Eligible fresh graduates, previous graduates who have not been employed during the career selection period, and on-the-job personnel can apply for the exam.
Two. Introduction plan and registration conditions
(a) the introduction plan. * * * It is planned to introduce 353 highly educated talents, including 65 doctoral students (29 in colleges and 36 in enterprises), 23 master students (65,438 in colleges and 97 in enterprises) and 57 undergraduates (5 in colleges and universities, limited to Tsinghua and Peking University; 52 companies). See annex 1 for the introduction plan and related requirements.
(2) Conditions for the introduction of public institutions. In addition to the Interim Provisions on Open Recruitment of Personnel in Public Institutions (Order No.6 of the Ministry of Personnel), personnel who participate in the introduction of talents in public institutions shall also meet the following qualifications:
1, excellent academic performance, diploma and degree certificate must be obtained before July 3, 20 13 1 day (the time for doctoral students to obtain diploma and degree certificate can be extended to June 20 13 12/3 1 day).
2. The age of doctoral students should not exceed 32 years (born after June 30th, 1980), the age of master students should not exceed 27 years (born after June 30th, 1985), and the age of undergraduate students should not exceed 24 years (born after June 30th, 1988).
3, doctoral and master candidates, full-time undergraduate education graduate institutions must be "985 Project" universities.
(3) Recruiting enterprises independently determine the qualifications for talent introduction.
Third, introduce the procedure.
(a) Dongying city institutions talent introduction work according to the following procedures:
1, register. Registration adopts a combination of online registration and on-site registration of campus job fairs.

2. Qualification examination. Applicants are limited to one recruitment position. The qualification examination of applicants runs through the whole introduction process. Those who fail to meet the import conditions after examination shall be disqualified.
3. Interview. The interview mainly adopts structured interview and skill evaluation. If the ratio of the number of people interviewed to the number of people planned for the post is 1: 1, and the interview score is equal to or higher than 70 points, it is determined to be a candidate for inspection and physical examination; If the ratio of the number of interviewers to the number of people planned for the post is greater than 1: 1, the medical examination candidates shall be determined from the qualified interviewers (the interview score is equal to or higher than 70) according to the interview results, and the medical examination candidates shall be replenished from high score to low score according to the ratio of 1: 1. For other outstanding personnel, you can adjust your position according to the situation.
Applicants must bring their ID card, student ID card and "Paper Registration Form for Introducing Highly Educated Talents in Dongying City" when reporting for interview.

4. Physical examination. The physical examination shall be carried out according to the civil service physical examination standards. Those who pass the physical examination are determined to be candidates for investigation.
5. check. The main contents of the inspection are political quality, academic performance, law-abiding and so on. Those who pass the inspection are determined to be candidates to be introduced; If the inspection fails, the import qualification will be cancelled.
6. Publicity and employment. Publicize the candidates for 7 days. If the publicity period meets the requirements, it will be determined as an introduction candidate, and the employer will sign an introduction agreement with it and go through the employment procedures according to the regulations.

Four. Related treatment and management
(1) The relevant treatment and management of highly educated talents introduced by institutions in Dongying City are as follows:
1. The minimum service life of imported personnel is five years, and the probation period is one year. Enjoy the relevant treatment of the employer during the probation period.
2, the introduction of doctoral students, a one-time subsidy of 6.5438+10,000 yuan (20,000 yuan per year during the service period) by the finance at the same level, enjoy the salary of the official department, and those who pass the probation period and pass the examination can arrange the official department position; The introduced graduate students enjoy the salary of metre, and those who pass the probation period can be assigned to metre posts. According to the work situation, it is recommended that 30% of doctoral and master's students be transferred to the government. If the examination fails, the qualification for introduction will be cancelled.
3, in line with the principle of "job correspondence, one thing, one discussion", give priority to the introduction of highly educated family members for employment.
4. Doctoral students introduced by the government at the same level for institutions are free to rent an apartment during the service period.
(2) The remuneration package and management of highly educated talents introduced by the enterprise shall be determined by both parties through consultation.
