Regulations of Jiaxing Municipality on Promoting Civilized Behavior

Article 1 In order to cultivate and practice the socialist core values, carry forward the Red Boat spirit and Jiaxing humanistic spirit in the new period, promote the civilized behavior of citizens, enhance the level of social civilization, and create a highland of cultural civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The people's governments of cities and counties (cities, districts) and their departments, the people's governments of towns and sub-district offices shall do a good job in promoting civilized behavior according to their respective duties. National public officials, educators, public figures and employees of civilized units should play an exemplary role in advocating civilized behavior.

Encourage the establishment of folk moral awards. Sixth city spiritual civilization construction institutions shall, jointly with relevant departments, organize the formulation of a convention on public civilized behavior.

City, county (city, district) spiritual civilization construction institutions shall, jointly with relevant departments, guide the formulation of village rules and regulations, residents' conventions, owners' conventions, student codes and other codes of conduct.

Citizens should consciously abide by the Convention on the Conduct of Public Civilizations and related codes of conduct. Seventh, we should encourage courage.

Encourage citizens with first-aid professional qualifications to carry out emergency on-site rescue of critically ill patients in accordance with operating norms, and their emergency on-site rescue behavior is protected by law. (eight) stacking items in the public areas of urban residential quarters;

(a) public transportation, traffic signs and markings, electronic monitoring and other transportation facilities;

(2) Municipal facilities such as crosswalks, overpasses, underpasses and parking berths;

(3) sanitary facilities such as public toilets, classified treatment of domestic garbage, and sewage collection and treatment;

(four) blind roads, kerb ramps and other barrier-free facilities;

(five) other facilities related to the propaganda of civilized behavior.

The management party shall strengthen the daily inspection of the facilities specified in the preceding paragraph to ensure that the facilities are in good condition, clean and orderly. Fourteenth city and county (city, district) people's governments shall establish a guarantee and incentive mechanism for volunteer service, improve the management and reward system for volunteer service points, and safeguard the legitimate rights and interests of volunteers and volunteer service organizations.

Relevant departments and units shall provide necessary guarantee for volunteers and voluntary service organizations to carry out voluntary service activities. Fifteenth city, county (city, district) people's government should give priority to reward advanced people with civilized behavior who have difficulties in life. Sixteenth city, county (city, district) people's government should establish a working mechanism of uncivilized behavior information sharing and law enforcement cooperation with the participation and cooperation of relevant departments.

Education, public security, civil affairs, ecological environment, construction, transportation, cultural tourism, health, market supervision and management, urban management and other departments should improve the daily supervision and inspection, complaints and reports, education guidance, rewards and punishments and other civilized behavior promotion mechanisms, and timely discover, stop and investigate uncivilized behaviors.
