Off-campus training institutions shall be approved and managed by the education administrative department of the county (autonomous county) where the school is located, and reported to the Municipal Education Commission for the record.

An off-campus training institution shall meet the following conditions:

(1) qualification of promoters;

Units (social organizations) that apply to organize off-campus training institutions shall have legal personality, no bad credit records, total assets of not less than 2 million yuan, net assets of not less than 6,543,800 yuan, and asset-liability ratio of not more than 40%. Have a stable source of funds for running a school. Residential buildings and buildings that have not been identified and approved by technical departments such as fire protection shall not be used as schools.

(7) System construction

Have a sound school charter, management system, teaching plan or scheme.

(8) Teaching staff

There are full-time and part-time faculty and staff commensurate with the scale of running a school. The number of full-time teachers shall not be less than 3 and not less than 1/3 of the total number of teachers. There are more than 2 full-time managers.
