According to the judgment, the defendants Liu Xichun (policeman of Luxi Police Station), Huang Zuliang, Wen and Liu Huaijun (all members of Luxi County Patrol Brigade) were assigned by Luxi County Public Security Bureau to guard Luxi County's "5. 12" in the ICU ward on the third floor of Luxi County People's Hospital from 0: 00 to 8: 00 on June 20/7. During this period, the four guards did not carefully check the handcuffs and perform their duties. They were lying on the nursing bed and sofa in ICU, playing with their mobile phones and falling asleep. At 5: 04 am on June 14, while Liu Xichun, Huang Zuliang, Wen and Liu Huaijun were asleep, Ding broke away from handcuffs, stole two car keys that Huang Zuliang and Liu Huaijun put on the sofa armrest, and fled the ICU ward. Eight minutes later, Ding fled the hospital in Huang Zuliang's car.

At 5: 50 am on June 14, guards Huang Zuliang, Liu Xichun and others woke up and found Ding had escaped. The local police urgently launched a hunt. At 9 o'clock in the morning, Ding was arrested by the police of Interpol Brigade of luxi county Public Security Bureau in Liuyang City, Hunan Province.

The court held that the defendants Liu Xichun, Huang Zuliang, Wen and Liu Huaijun were seriously irresponsible, which led to the escape of Ding Mou, a suspect suspected of intentional homicide in custody, and their actions constituted the crime of dereliction of duty and caused the detainees to escape. After the incident, Liu Xichun and other four people took the initiative to surrender and truthfully confessed the facts of the crime. They surrender themselves and can be given a lighter punishment.

In view of the fact that the four defendants voluntarily pleaded guilty and the circumstances of the crime were minor, the fugitive suspect Ding was arrested and brought to justice on the day of his escape. The court found that the four defendants were guilty of dereliction of duty, which caused the detainees to escape and were exempted from criminal punishment.
